Blend in powdered sugar until smooth. Add additional water if necessary for desired spreading consistency. Spread mixture over bottom and up the sides of crust. Refrigerate. Beat peanut butter and milk in a large bowl with wire whisk until blended. Add pudding mix. Beat with wire whisk until smooth. Stir in half of the whipped topping. Spoon half of the pudding mixture into prepared crust; top with cookies. Spoon remaining pudding mixture over cookies. Freeze 3 hours or overnight. Drizzle with chocolate. Garnish with remaining topping.
